One year after the purchase of Grupo Daorje by 3i Group plc, Joaquín Hidalgo assumed the functions of Director – General Manager, participating in the Board of Directors until its sale to a new Private Equity house, leading the operations of the companies in the division of environmental services during that time and leading the process of integration of a large group starting from a variety of family firms present in Avilés, Vitoria, Orense, Coruña and Madrid. During these years, Beatriz García collaborated as area technical director. The objective, 

• Improve and optimise operations, taking advantage of synergies and creating value.
• Manage crisis situations and redefine the strategy of the new group.
• Manage internal and external conflicts.
• Adapt the organisation to the new structure, maintaining its competitiveness.
• Lead consolidation and growth projects promoted internally.

Moreover, he took charge of:

• Managing the corporate restructuring process in order to simplify control and improve efficiency and administrative simplicity.
• Participating in the organisation and execution of the sale process

Analysis and introduction of the services of the company in order to achieve a new positioning in public sectors (cities and infrastructures such as roads, tunnels, industrial estates, shopping centres, large factories and car parks) and private ones (owners’ associations, SMEs, sports facilities, hotels, hypermarkets, large shop chains and franchises and hospitals).

PPP for the design, financing, construction and O&M of a Waste to Energy plant for the combined production of electricity and thermal energy, with a processing capacity of 800,000 t/year MSW, in Belgrade.

IP&M provided its interim management services for the development of the industrial division of an Infrastructure and Services company. Some years back, Joaquín Hidalgo and Beatriz García had developed their main references in the waste management sector. During their period as interim managers they supported the development of this division on a national and international level, providing: 

• Analysis, follow-up and execution of a portfolio of projects in Spain, Mali, Poland, Serbia, Uruguay and Jordan.
• Search, identification and introduction of new industrial, services, etc. business opportunities. 
• Assistance in the structuring of the financing for the projects.
• Search for financial and technical partners; Collaboration for the signing of agreements and MoUs.
• Analysis of the technical and financial parameters and legal risks of the opportunities.
• Relations with local, national and international partners.
• Collaboration with the technological parties involved in the different projects.
• Technical management and development of bids.

The most significant projects executed were:

• Waste management project in Guipúzcoa, for the design, financing, construction and O&M of an energy recovery plant with pre-processing for the production of 23 MW and future harnessing of thermal energy, with a processing capacity of 242,000 t/year. Advising the industrial group formed of the industrial division and concessions division for the identification and evaluation of technological and local partners, depending on references and technical requirements of the bidding specifications, attending meetings with potential investment funds, other partners and the client GHK and coordination of engineering and technology for the preparation of the technical and economic-financial aspects of the bid.
• Technical and economic-financial management of the bid for construction, operation, maintenance and cleaning, for 15 years, of a plant for processing waste and generating fuel using municipal solid waste. 
• Technical and economic-financial management of the bid for the construction of a composting plant using the selective collection of the organic fraction of municipal solid waste (OFMSW), to be located at the SOGAMA facility in Areosa and its subsequent start-up. 
• Identification and evaluation of technological and local partners for a PPP in Amman (Jordan), for the design, financing, construction and O&M of a Waste to Energy plant for the combined production of electricity and thermal energy, with a processing capacity of 547,000 t/year.

• Project Diadema, for the construction and operation of a Waste To Energy facility to process 400 t/day of MSW.
• Project Baruei for the development of Waste to Energy projects in Brazil.
• Viability study for projects in Iran, Lebanon and Peru.

The object of the tender process was the preparation of a viability study of the system of collection and recycling of lead batteries in Jordan, on a national level, to assist the government of Jordan.

The object of the tender, organized by the European Bank for Reconstruction and Development (EBRD), was the provision of engineering services and technical due diligence of the Shobak wind farm (Jordan) to assist the government of Jordan.

The services provided were analysis, identification of expert profiles, coordination with local engineering and preparation of the proposal for engineering services and technical DD for the wind farm.

IPM assisted VEOLIA in the final configuration of a bid in order to combine all the documentation produced into a single bid, complying with all the requirements of the bidding specifications and highlighting all the advantages resulting from the analysis of the starting documents and that will be included as optimisations of the solution provided, carrying out the following services:

• PHASE I – Analysis of bidding specifications.

• PHASE II – Preparation of the technical proposal.
1. Managing the call for bids phase and relations with suppliers as well as the investments envisaged in the tender process.
2. Development of the Service Management Plan for the facilities and services contemplated in the tender process.
3. Preparation of the proposal of environmental measures
4. Development of basic engineering for the 4 preliminary projects

2. Preparation of the economic-financial plan for the concession, on the basis of the hypotheses that VEOLIA provided to IPM.

Through partner, Beatriz García, who:

• Organised the seminars and forums on family business, investment funds and generational change, in collaboration with CEIM, the Chamber of Commerce, Economía Digital, Cobas and Value School. Institutional relations, identifying and preparing content with speakers, preparing the programme, development and management of announcements, marketing, networks and communication and post-event analysis.
• Participated in the redefinition of the strategy of the Foundation

• Carrying out the management of the client portfolio and developing the services of the company specialising in the engineering of adjustment to legal requirements and projects related to compliance with APQ regulations and Supplementary Technical Instructions.

• Project for the extension of the Binh Duong waste management complex in Ho Chi Minh City (Vietnam).
• Proposal of an integrated solution for waste management with energy recovery for URENCO, a public company in the city of Hanoi (Vietnam).
• Projects and technical assistance in Iran. 
• Analysis of opportunities in Angola. Proposal for energy recovery with one of the main cement companies in the country.

• Study of the operation and maintenance services of the wastewater collection and treatment system in Quart-Benàger (VALENCIA)
• Technical and economic proposal, in collaboration with FCC, for a thermal drying and energy recovery installation in the South London complex (UK).
• Technical and economic proposal for processing and energy recovery of vegetable water in Amman (JORDAN). 
• Analysis of energy recovery projects in collaboration with the Green Economy Unit in Amman (JORDAN).

• Analysis of waste and energy concessions and projects in Belgrade, Uruguay, Mexico, Jordan, Sri Lanka, Kenya and Iran.

• Collaboration with ALUNI, leading Spanish firm in student accommodation services, on an operational and strategic diagnosis, proposal of the business development plan and assistance in the search for appropriate real estate assets for the performance of its commercial and management activity, for inclusion in its portfolio, under one of its management formats.
