One year after the purchase of Grupo Daorje by 3i Group plc, Joaquín Hidalgo assumed the functions of Director – General Manager, participating in the Board of Directors until its sale to a new Private Equity house, leading the operations of the companies in the division of environmental services during that time and leading the process of integration of a large group starting from a variety of family firms present in Avilés, Vitoria, Orense, Coruña and Madrid. During these years, Beatriz García collaborated as area technical director. The objective,

Analysis and introduction of the services of the company in order to achieve a new positioning in public sectors (cities and infrastructures such as roads, tunnels, industrial estates, shopping centres, large factories and car parks) and private ones (owners’ associations, SMEs, sports facilities, hotels, hypermarkets, large shop chains and franchises and hospitals).
Search for technological partners for an industrial and services group and structuring of financing for the PPP OF A WASTE TO ENERGY PLANT IN BELGRADE

PPP for the design, financing, construction and O&M of a Waste to Energy plant for the combined production of electricity and thermal energy, with a processing capacity of 800,000 t/year MSW, in Belgrade.
Collaboration services in the development of business in the industrial division of an infraestructure and service company
Years: 2015-2017
IP&M provided its interim management services for the development of the industrial division of an Infrastructure and Services company. Some years back, Joaquín Hidalgo and Beatriz García had developed their main references in the waste management sector. During their period as interim managers they supported the development of this division on a national and international level, providing:
- Analysis, follow-up and execution of a portfolio of projects in Spain, Mali, Poland, Serbia, Uruguay and Jordan.
- Search, identification and introduction of new industrial, services, etc. business opportunities.
- Assistance in the structuring of the financing for the projects.
- Search for financial and technical partners; Collaboration for the signing of agreements and MoUs.
- Analysis of the technical and financial parameters and legal risks of the opportunities.
- Relations with local, national and international partners.
- Collaboration with the technological parties involved in the different projects.
- Technical management and development of bids.
The most significant projects executed were:
- Waste management project in Guipúzcoa, for the design, financing, construction and O&M of an energy recovery plant with pre-processing for the production of 23 MW and future harnessing of thermal energy, with a processing capacity of 242,000 t/year. Advising the industrial group formed of the industrial division and concessions division for the identification and evaluation of technological and local partners, depending on references and technical requirements of the bidding specifications, attending meetings with potential investment funds, other partners and the client GHK and coordination of engineering and technology for the preparation of the technical and economic-financial aspects of the bid.
- Technical and economic-financial management of the bid for construction, operation, maintenance and cleaning, for 15 years, of a plant for processing waste and generating fuel using municipal solid waste.
- Technical and economic-financial management of the bid for the construction of a composting plant using the selective collection of the organic fraction of municipal solid waste (OFMSW), to be located at the SOGAMA facility in Areosa and its subsequent start-up.
- Identification and evaluation of technological and local partners for a PPP in Amman (Jordan), for the design, financing, construction and O&M of a Waste to Energy plant for the combined production of electricity and thermal energy, with a processing capacity of 547,000 t/year.

Analysis, identification of expert profiles, coordination with local engineering and preparation of the proposal for a viability study of the system of collection and recycling of lead bateries in Jordan, called by the European Bank for Reconstruction and Development (EBRD).
The object of the tender process was the preparation of a viability study of the system of collection and recycling of lead batteries in Jordan, on a national level, to assist the government of Jordan.
Analysis, identification of expert profiles, coordination with local engineering and preparation of the proposal for engineering services and technical due diligence of the Shobak wind Farm in Jordan, called by the European Bank for Reconstruction and Development (EBRD).
The object of the tender, organized by the European Bank for Reconstruction and Development (EBRD), was the provision of engineering services and technical due diligence of the Shobak wind farm (Jordan) to assist the government of Jordan.
The services provided were analysis, identification of expert profiles, coordination with local engineering and preparation of the proposal for engineering services and technical DD for the wind farm.

IPM assisted VEOLIA in the final configuration of a bid in order to combine all the documentation produced into a single bid, complying with all the requirements of the bidding specifications and highlighting all the advantages resulting from the analysis of the starting documents and that will be included as optimisations of the solution provided, carrying out the following services:
- PHASE I – Analysis of bidding specifications.
- PHASE II – Preparation of the technical proposal.
- Managing the call for bids phase and relations with suppliers as well as the investments envisaged in the tender process.
- Development of the Service Management Plan for the facilities and services contemplated in the tender process.
