Joaquín qualified as a Civil Engineer from the Escuela Técnica Superior de Ingenieros de Caminos, Canales y Puertos de Madrid in 1988. He works in the following languages: Spanish, English and Portuguese.

He has over 30 years’ experience in management positions in multinational construction companies. He is a former General manager of Acciona, an IBEX35 firm, managing over 3 billion euros in domestic and international contracts. Co-founder and General manager of the construction company for the largest deep-water port in South America. He has wide-ranging experience leading teams of over 100 persons and managing projects with budgets in the hundreds of millions of euros

Professional background

He has spent his career in some of the main infrastructure groups, holding the following positions:

SPE FCC TARRIO – Co-founder and General manager
– Bid, award and construction of the largest deep-water port in South America, Puerto Açú, valued at 500 million euros and completed within 3 years. Manufacture of 46 reinforced concrete caissons weighing over 10,000 tonnes each.
EUROFINSA- Director of Development and Infrastructures
– Construction of 4 hospitals in Panama: Hospital Anita Moreno, Hospital Metetí, Hospital Bugaba and Hospital Colón.
– Construction of 6 mini-hydroelectric power stations in Pampas, Ancach district, Peru.

ACCIONA – General manager of studies and contracts
– Leading a team of 105 professionals, 2 assistants and 4 heads of department.
– Coordination of teams with an average of 5 persons for each delegation (autonomous region).
– Awarded the First Nuclear Contract in Brazil, ANGRA II.
– Award and management of more than 3 billion euros in contracts per annum, both domestic and international.
– Increase in international contracts from 40 million in 2005 to over 2.1 billion euros in 2010.

NECSO ENTRECANALES CUBIERTAS – Head of Studies and Contracts
– Award and management of more than 2 billion euros in contracts per annum, both domestic and international.
– Increase in domestic contracts from 1.7 billion euros in 2002 to over 2.1 billion euros in 2004.

NECSO TRIUNFO Y ACCIONA DO BRASIL
– General manager
– General manager of the following three companies: Necso Triunfo, Acciona do Brasil and Necso Sucursal.
– Director in the following two companies: Econorte and Aparcamiento Cinelandia.
– Negotiation and award of a road concession in Paraná State with Econorte, the first one ever to be awarded to a Spanish company.
– Negotiation and award of the first contract that Aparcamiento Cinelandia won abroad.
– Execution of the refurbishment of the Julio Prestes Station, to transform the railway station into the home of the São Paulo Symphony Orchestra.
– Execution of: the refurbishment of Dops (São Paulo), the new Mercedes automobile factory in Juiz de Fora (Minas Gerais), the new Telefónica offices in São Paulo and the new Guardian glass factory (Río de Janeiro).

UTE PLANTAS RSU MEIRAMA – Manager
– Manager of the “Plantas RSU Meirama” joint venture, based in Madrid, created to execute the Project, construction, assembly and start-up of a series of “SOGAMA” plants for the recovery of MSW in Galicia, awarded by the Sociedade Galega de Medioambiente, for 25 billion pesetas.

CUBIERTAS TRIUNFO CONSTRUÇÕES – General manager
– Incorporation of the company Cubiertas Triunfo Construções in São Paulo (Brazil), combining it with my role in Mexico.
– Construction of a plant for buses and trucks in Resende (Brazil) for Volkswagen, with 80,000 m2 of urbanisation and a budget of 7.3 billion pesetas.
– Construction and inauguration of the López de Arriortua integrated modular system.

CUBIERTAS MEXICO – General manager
– Incorporation of Cubiertas Mexico en México D.F. as General manager.
– Construction of a plant for General Motors in Silao, covering 110,000 m2, 6,000 tonnes of metal structure, 50,000 m2 of enclosure and a budget of 3.75 billion pesetas.
– Repair of Tapancos for Volkswagen in Puebla, covering 1,200 m2 and a budget of 120 million pesetas.
– A variety of works for Universidad de Coahuila with a budget of 120 million pesetas.
– Construction of the Oncological Hospital in Hermosillo (Sonora), a turnkey project, fully equipped, 20,000 m2 constructed and a budget of 1,500 million pesetas.
– Extension of a stamping warehouse for General Motors in Ramos Arizpe covering 2,200 m2 and with an budget of 1.25 billion pesetas.

CUBIERTAS Y MZOV – Works manager, Deputy Head and Head of Department
– Bridges and access roads to Muras (Lugo), with a budget of 800 million pesetas.
– Trunk Road N-634 Abadin-Villalba, with a budget of 750 million pesetas.
– Phase 1 of the urbanisation of Esteiro District (Ferrol) with a budget of 1.9 billion pesetas.
– Car parks in Santiago de Compostela: San Cayetano, San Clemente and el Hórreo, with a budget of 1.9 million pesetas.
– Ombudsman’s building (Xunta de Galicia), with a budget of 250 million pesetas.
